Construction Engineering Inspection Services
If your projects use state or federal funding, you will require Construction Engineering and Inspection (CEI) services from a qualified consultant.
Qk4 provides CEI services through project-specific and on-call contracts.
Since its inception in 2009 as part of the ARRA initiative, Qk4 provided CEI services for five of the six state-wide transportation enhancement projects, including two Metro Louisville streetscape projects and another in nearby Bardstown, Kentucky – all in total resulting in $10 million dollars in new urban streetscape construction oversight.
The Bardstown, Kentucky project included the redevelopment of a central historic downtown corridor and courthouse roundabout; while the Metro Louisville projects included the reconstruction of a multi-block Main Street enhancement, and the redevelopment of the Second Street corridor adjacent to the Louisville downtown arena/KFC Yum Center.
Each of the streetscape projects included the reconstruction of historic streetscape corridors, and involved the re-establishment of functional pedestrian sidewalk and accessibility improvements, as well as the introduction of specialty pavement areas, landscape and site furnishings improvements.
These projects were challenging due to their location within historic urban streetscapes, where the presence of unknown underground vaults required the deployment of tailored in-the-field solutions to accomplish the streetscape construction while preserving and protecting adjacent buildings from damage related to moisture or instability.
The Second Street project was especially challenging due to its adjacency to the KFC Yum Center project, and the common aggressive schedule which encompassed the major downtown milestone project – at times, Qk4 inspectors were working around the clock to administer night-time and early-morning concrete pours required to meet the unwavering project schedule.
More recent projects include the completion of the Seneca Loop Trail and the ongoing Cooper Chapel Road widening projects.
The Seneca Loop project is a part of Metro Louisville’s expanding bicycle and pedestrian trail network. Our responsibilities included the construction administration and testing of urban asphalt shared use path construction.
The long awaited Cooper Chapel Road widening project involves multiple project phases and complex coordination of utilities and maintenance of traffic conditions, focused on minimizing impacts to property owners along the route.
