Ms. Annette Coffey, PE recently joined the Qk4 team. Ms. Coffey brings over 20 years of experience in the area of Transportation Planning. While Director of the Division of Planning for the Kentucky Transportation Cabinet (KYTC), Annette initiated the concept of First Look Planning Studies which became the KYTC’s first step toward integrating planning analyses with later Design tasks.
